Apache headers checking

Hello All,

I'm wonder why "hand made" tools like ApacheLicenceHeaderTest.java
are being used to check file headers?

Maybe special maven plugin like
                    <groupId>org.apache.rat</groupId>
                    <artifactId>apache-rat-plugin</artifactId>
                    <version>0.12</version>
Should be used instead?
