Having been through this process on more than one occasion in the past
I'm going to cancel this vote.
Reasons...
(1) We can't modify the artifacts without cancelling & then calling
another vote
(2) Modifying the NOTICE in the builds means it is not consistent with
the subversion tag
(3) One of the nexus artifacts (the WAR) will also need to have its
NOTICE updated, so those artifacts will have to be dropped
(4) We cant re-vote on the same version number (in case of conflicts
between binaries+libs made)
I will drop ALL the builds and make a new 0.13.1 version, then start a
new VOTE.
