In the request for a widget instance, it should provide the user's preferred
locale as a parameter, and this will be processed by Wookie when creating an
instance. It will automatically traverse language tags for best fit using the
icu4j processor.
(The "why do I have to do this" is covered in the related issue, WOOKIE-360.
I've done some initial work on just setting this to "*" and processing all
locales)
