My new issue appears to be loosely related to 
https://issues.apache.org/jira/browse/WSS-82 and the issues that are discussed 
in 
http://bouncy-castle.1462172.n4.nabble.com/Bug-in-Cipher-class-td1465452.html. 

I'm going to open a new JIRA, but be aware that manually adding the XMLDsig 
provider at the top of the list appears not to be sufficient to get this 
working on WebSphere, at least if you want to run more than one application on 
the same server, or want to restart an application without restarting the 
server.
