Default to allowing Timestamps Created up to 60 seconds in the future to avoid 
clock skew problems

WSS-262 rejected all future Created Timestamps, and WSS-274 added support to 
configure how far in the future a Created value of a received Timestamp is 
acceptable. However, it defaulted to 0. This is problematic in the case that 
clocks are slightly askew. This task is to relax the requirement that all 
future dated Timestamps are rejected by default. The new default is 60 seconds.
