To answer the main question: support for Axis1 was completely dropped from 
WSS4J 1.6 branch.   You MAY be able to grab the source code for the handlers 
and stuff from the 1.5.x branch and port it to 1.6.x, but I'm not sure what 
effort would be involved for that.

For use with Axis2, you'd need to ask with the Rampart folks on the Axis2 
list.   

For use with CXF, ask on the CXF list.
