Description:
Add stricter enforcement of required policy elements as added to CXF. This may
already be in place in the streaming code. See the following commit:

It essentially enforces stricter checks on the validity of the SecurityPolicy.
For example, it enforces that "sp:UsernameToken/wsp:Policy" must be present,
and that "sp:SymmetricBinding must specify at least one alternative".
