When a SOAP Body is first encrypted with a Key Identifier reference to a SAML
Token, and then signed, signature validation at the other end will fail. This
is because WSS4J does not append the xmlns:wsse definition for this case. CXF
adds the xmlns:wsse element automatically, causing signature validation to fail
on the receiving side.
