checked with the Rampart and Currently written all the unit test cases are
passed with the changes . In the implementation
factory.createOMElement(string,OMnamespace) is used to create OMElements and in
the rampart-integration module createOMElement(Qname) is used but it does not
effect to break functionality because empty prefixes are not used there also.
and after enabling the test cases in OMImplementationTest all 1036 test cases
are passed.
