Doable, most probably yes, yet supported, no.
Is it a "workaround" for .NET which people some time ago reported?
Just for the records, I've never experienced such problems with .NET
WSE and WCF implementations. They didn't care where the TS was placed
in the security header.

How important is it for you? Can we live without supporting it?
