In order to start tcpmon-1.0 there is a *.bat and a *.sh file in the build
directory of the bin distribution.
However, they do not work behind a proxy.
In that case the following command must be used:
java -cp ./tcpmon-1.0.jar -Dhttp.proxyHost=myproxy -Dhttp.proxyPort=myport
org.apache.ws.commons.tcpmon.TCPMon
The tutorial page should mention this, too.
