SUCCESS: Integrated in ws-axiom-trunk #1992 (See

Schedule unused base64 codec code for removal. Other libraries do a better job 
than this code (see e.g. AXIOM-434) and we don't want to fix/maintain it if we 
don't use it ourselves. (veithen: rev 1677312)
