Hi Chris,
Contributions are very welcome! The best way is to create a JIRA for WSS4J + 
attach the enhancement as a patch (feel free to create multiple JIRAs, for 
separate features/bugs). For relatively small patches, it is sufficient to just 
attach the patch to the JIRA. For very large contributions, there is a separate 
process involving a signed document to be sent to Apache.
