At the time Axiom 1.4.0 was released, the continuous integration was configured
to test with Java 11, 17 and 18. See
https://github.com/apache/ws-axiom/blob/1.4.0/.github/workflows/ci.yml#L30|http://example.com.
Therefore that version should work with JDK 17.
