Description:
{{EncryptedKeyProcessor.getPublicKeyFromKeyValue}} retrieves the public key
value from the {{XXKeyValue}} element. This was added by WSS-714.
{{XMLSecurityException}} are rethrown but the original exception gets lost.
The original exception should be added to the new thrown
{{XMLSecurityException}}.
