Johann is fixing this. Seems like this is occurring with Tortise 1.7. This does not happen in Linux.
Until it is fixed, copy the identity.xml from https://svn.wso2.org/repos/wso2/carbon/platform/trunk/components/identity/org.wso2.carbon.identity.core/src/main/resources/identity.xmlto the features\identity\identity-core\org.wso2.carbon.identity.core.server.feature\resources\conf directory.
