Hi Thilini,
I built with a clean repository and the jar with dependency
<dependency>
<groupId>org.eclipse.ui</groupId>
<artifactId>workbench</artifactId>
<version>3.3.0-I20070608-1100</version>
</dependency>
was downloaded all right. Please find the jar at
http://maven.wso2.org/nexus/content/groups/wso2-public/org/eclipse/ui/workbench/3.3.0-I20070608-1100/
