So shall we get rid of "Usage Plans" by default and make it optional
field which can enabled by configuration something like

<TenantUsagePlansEnabled>true</TenantUsagePlansEnabled>

defined in repository/conf/stratos.xml ?

Even we can remove repository/conf/multitenancy-packages.xml in packs after that
