I reported this in jclouds@ email group and they have responded promptly.
They've changed there bundles such that those no more use java service
loader.

"it acutally uses a bundle listener that listens for bundle events
when a bundle is started, an event is populated
the listener searches for META-INF/services
and loads any provider metadata
that it finds there" - Ioannis Canellos

Now the problem is no more there in the 1.5.0-beta-2 packs [b] of JClouds
:-)

I'm not sure, whether we could adopt a similar solution in Carbon.
