In current AxisObserver API, there is no easy way to pass list of engaged/disengaged policies and I don't think we can touch axisobserver to implement support for it. So only solution is, persistence manager needs to delete policies stored in registry when QoS is removed from Proxy service. However sill PM can keep resource in file system and since all other modules looks at file system repository, still those modules can retrieve old policy when QoS added back.
