I think this file is not read by the embedded tomcat. If we can load this
into tomcat, we can fix it. Also since now carbon is deployed as a webapp,
this file can go to carbon webapp's META-INF directory. Can you try moving
this file to $CARBON_HOME/repository/conf/tomcat/carbon/META-INF/ directory
and try again? I think this should work.
