Hi,

I have committed the changes. Functionality is as follows for the moment.

   - Queues created by tenants only visible to that tenant.
   - If queue name "myQueue" is created from a.com actual queue name will
   be "a-com/myQueue".
   - No registry involvement.
   - If extenal client is used to publish and subscribe to "a-com/myQueue"
   he can. Updates are visible only to user in a.com domain.
   - if external client just create a queue "myQueue", it is visible to
   super tenant and no other tenants can view it.
   - when using extenal clients* user should not use "/" in queue name*. If
   done they won't be visible in super tenant UI or any other tenant UIs.
