Also, AFAIK, handlers are not hot deployed.
All the server extention bundles are programmatically installed and activated by C-App deployer. Therefore they are hot deployble. But they are not hot updatable because Equinox need to be refreshed after bundle uninstall operation. Therefore after hot update server needs to be restarted to pick the new bundle.
