Yes, the original idea behind separating out Carbon kernel is to be able to
do a kernel release, and then keep doing a number of component/products
releases on that fixed kernel release. I think we should move the kernel to
GitHub, and then do a release and get the future versions of the
products/components to depend on that kernel version.
