Hai Eranda,

                wsdl file does start with <wsdl:definitions .......> tag.
Then the wsdl file should have the declaration like <xmlns:wsdl .........>.
Otherwise when I pass the wsdl to wsdl2java tool / wso2 application server
tool generate an exception that says "wsdl prefix is not bounded/similar. I
generate the exception for all the undeclared tags.

all the generated wsdls have target namespace only nothing else declared.
