How is it that we distinguish the primary user store from the others? In the carbon 4.0.5 release, the user store defined in the top most <UserStoreManager> element in the user-mgt.xml was considered primary. Are we going with the same principle or are we going to consider the user store which lacks the 'DomainName' property as primary?
