Add Role (External Role) will add the role in the underlying user store. Add Internal role will add the role in side UM database. Everyone is an internal role.
For an External Role - only the users from that domain can be assigned. For an Internal Role any user can be assigned. When the underlying user store is readonly - Internal roles are used.
