Hi Suneth, You can use the https://localhost:9443/services/UserIdentityManagementAdminService?wsdl and call the setChallengeQuestionsOfUser to set challenge questions for an user using SOAP UI for the moment to test the Recover password with secret questions functionality.
Make sure the set <HideAdminServiceWSDLs>false</HideAdminServiceWSDLs> in carbon.xml.
