Yesterday I disabled API Store Self Signup feature for GREG, in r186167.

<value>false</value>
</replacement>
I noticed that you had commented out all the replacements done for
api-manager.xml and had done those changes in the api-manager.xml itself.
But is there any reason for not including above SelfSignUp configuration
change in the api-manager.xml?
