+1. The repository\conf\tomcat\web.xml config gets processed before each
webapp's web.xml when deploying a webapp. So, if you need your listener to
be available for all the webapps, this is the place you need to add your
listener.

The location [1] is the web.xml of carbon webapp.

[1] repository\conf\tomcat\carbon\WEB-INF\web.xml
