Hi all,

We (Amani, AsankaD and I) had a discussion and decided that it is best to
move the code to cloud mgt as oppose to maintaining it in AF, because the
owner should be the cloud-mgt app.

The main idea is even though we have three clouds - App Cloud, Integration
Cloud and API Cloud a tenant admin should manage users from a single
location. Otherwise he has to manage users from all 3 things.
