Yes, you would fork the dev repos, and then send pull requests, which will
be merged after review by the respective teams.

We will try our best to stick with standard Apache releases. In the event
of having to get major fixes in, we would have a separate Synapse GitHub
repo. The changes in this code base will be contributed back to the main
Apache projects.
