This was fixed for ESB 4.8.1.
The issue was this was moved
from wso2carbon-core-${carbon.kernel.version}/repository/conf/
to wso2carbon-core-${carbon.kernel.version}/repository/conf/multitenancy/
However build was not updated accordingly.
