Typically yes, it would be using the documentation since it is the API
publisher who actually knows what these scopes mean and what operations
(business functionality) is exposed via them.

We could however grab the scopes from the API Resources and display
somewhere on the Store, but I doubt whether it'll add a significant value
without proper descriptions of them.
