Yes, this was a issue in cloud-controller. It pre-build jclouds objects in
order to improve the performance.

Correct work-around would be to, start the server ONLY with the
cloud-controller.xml at least once, and then re-start it after deploying
Cartridges.
Can you please check whether that works?
