Seems like h2 database is corrupted. Hope you have mounted governance and
config registries and pointed to userstore to mysql db and either using
JDBCUserStore with mysql dbs or pointed to LDAP.

In that case delete all files in $CARBON_HOME/repository/database/ and
start the server with -Dsetup option.
