Use the component.xml to declare your Aixs2Deployer class. This way your
artifacts will be deployed during the initialization of Axis2.

You also need declare your deployer  in the following manner in your
pom.xml, under bundle plugin configuration[1].

<Axis2Deployer>BPELDeployer</Axis2Deployer>
