I assume you are trying to run a IS sample (ex. travelocity) using tomcat on a node other than the node running IS. In that case you have to configure the SAML.IdPUrl with the IP address of the node running IS and SAML.ConsumerUrl with the IP address of the node running Tomcat in the travelocity.properties file. You can find travelocity.properties file in webapps/travelocity.com/WEB-INF/classes after deploying the webapp.
