As I understand you have to change the AS mount as below.
<mount path="/_system/governance" overwrite="true">
<instanceId>asgov</instanceId>
<targetPath>/_system/as/governance</targetPath>
</mount>
i.e. As Senaka has mentioned you aren't trying to mount
/_system/governance of AS, but rather /_system/as/governance to
/_system/governance of GREG.
