In older versions of the ESB documentation we did give instructions on installing third party software like ActiveMQ. We do not provide this information in the latest ESB documentation because you can find this information when you go to the ActiveMQ download link given in https://docs.wso2.com/display/ESB481/Installation+Prerequisites. We only provide instructions on configuring WSO2 ESB with ActiveMQ. Therefore, I have specified this and resolved the JIRA issue.
