Hi, I've update the PR. Now, in a non-carbon environment, you need to set config.properties.dir system property to the directory (relative to carbon.home system property) where you have the cipher-tool-config.properties config file. If this system property is not set, cipher-tool will use the repository/conf/security folder as the directory of cipher-tool-config.properties file.
