Mail thread [1] may help. It says you can customize the password length in
user-mgt.xml. properties are
<Property name="PasswordJavaRegEx">^[\S]{5,30}$</Property>
<Property name="PasswordJavaScriptRegEx">^[\S]{5,30}$</Property>
[1][Dev] [AppFactory] Tenant creation admin password
