Hi John, This behavior is due to storing only data within a one page at the front end. Every time a client make a request to navigate to a new page, that is send to the server to get information within that particular page.
I think, as you have suggested correct behavior should be allowing user to decide which parts of the report they want to download. This can be consider as a possible feature request.
