Hi Aparna, For carbon 4.4.0 it should directly inside conf directory. [1]. Default file location as per the p2.inf is under multitenancy folder. But in the product build can copy the file to the correct location in the bin.xml. >From next release this should be properly fixed in either user core [1] or tenant.common feature p2.inf [2].
