When the jaggery versions are downgraded, it starts functioning properly
without any issue, albeit with the startup delay issue.

If we can get releases of jaggery and jaggery-extensions for 0.10.x and
1.3.x respectively, that uses the wss4j-1.5.11.wso2v11, then it should
resolve all the issues we are currently facing.
