@Akila: No, we haven't implemented that feature, to convert cartridge subscription artifacts to application sign ups and domain mapping subscriptions.
We still need to check the tool on an actual PPaaS 4.0.0 before locating it in the repo as we implemented it by mocking the end points. Will send a PR once we are done.
