AFAIR, there is an external third party API used to find the location of IP address in fraud detection tool-kit.. But I think, it has many restrictions..
I agree with Jo where some customers might want to use paid services for that, we need to implement the feature in such a way.. Yes, going with a free database by default would be good or can't we host a service in our end and use it in the pack ?
