If we going to maintain both old tiers and new ones then number of
execution plans also will be increase.

Anyway with new handler users will need to change their quotas because we
have changed the previous quota calculation for application level and
subscription level.

I believe we should have meaningful set of tier values in our new releases.
If tier names becoming a issue, we may can use existing tiers with
meaningful descriptions. Yes it will be best to arrange a meeting and
discuss the impact of this change.
