Verified the following:
1. License validity with the RAT plugin
2. provisioned APIM 1.10.0, DAS 3.0.1 with vagrant setup and ran a smoke
test
3. Built the following Docker images with puppet provisioning using the
puppet modules from the tag v2.1.0-rc2, and ran a smoke test

- MB 3.1.0
- DSS 3.5.0
- GREG 5.1.0
