Hi Wenxing,

I will answer question #1 for you.
You cannot  read contents from Registry belonging to the specific tenant, if
a tenant is not being activated.

You can see this yourself if you login to management console and deactivate
an already active tenant. Try to login to the specific tenant from the
management console and you will fail.
